Caleb Cobos is the co-founder and CEO of Viceroy NM and Trunnion AI. He builds federal contracting and governed, agentic AI for the rooms where the cost of being wrong is high: defense, energy, and regulated enterprise.
One person, two disciplines. A government contractor raised inside the standard it sells, and a software company built to hold up under the same scrutiny.
01 New Mexico is the whole story. Caleb studied at the University of New Mexico, Anderson School of Management, earning a B.S. in Management Information Systems from 2014 to 2018.
As an undergraduate, he was a Founding Father of the Pi Kappa Phi chapter at UNM, chartered in 2017. He recruited, organized, and stood up an institution from zero. It was the first thing he built that had to outlast him, and it did.
02 Caleb founded C.C. Photo & Video in 2014 and ran it for over a decade: hundreds of weddings and events across New Mexico, Colorado, Texas, and the DC-Maryland-Virginia corridor, leading a seven-person creative team.
Wedding work is one-take delivery under live conditions. There are no reshoots. That discipline, ship it right the first time because there is no second time, is the operating standard everything since has been built on. The studio closed to new bookings in 2025 as Caleb went full-time on Viceroy.

03 From 2018 to 2025, Caleb served inside the USDA Forest Service as a Human Resources supervisor over workers' compensation programs. Seven years of federal operations from the inside: how agencies actually run, how compliance culture works, what accountability means when the work is real cases and real people.
This is the honest version. He was an operations and HR insider, not a procurement insider. The claim that holds up is simpler and stronger: seven years inside federal operations is why Viceroy builds for scrutiny, not for demos. He built the company in parallel the entire time.
04 Caleb co-founded Viceroy NM with Bretton Fischer in October 2018. The government side runs the full procurement lifecycle as a registered ATF dealer for 19+ federal agencies, from DoD and DHS to Sandia and Los Alamos, anchored by the Bureau of Prisons, with zero performance failures.
In 2023, he formed Trunnion AI, the software division: a governed, LLM-agnostic multi-agent control plane. Agentic, not generative. Vertical, not horizontal. Every agent action clears ABAC and six-layer tool authorization, consequential moves pause for a named human operator, and every step lands in a SHA-512 hash-chained, tamper-evident audit trail. It deploys from cloud to fully air-gapped, up to TS/SCI.
05 Full-time on Viceroy since October 2025. Eleven people and growing. Ten products and build paths on one governed control plane.
The thesis has not changed: reliable beats flashy, traceable beats fast, and systems that survive an audit beat demos that win a meeting.
